Epsilon Associates Represents United States Marine Spatial Planning Experience on European Union/US Experts Panel

MAYNARD, Massachusetts, 4/18/11 - As the impact of climate change on our marine environment and our demand for marine resources increase, new marine development, including offshore wind energy, is increasingly competing with existing uses like fishing and shipping for ocean space.  Marine Spatial Planning is emerging globally as a key technique to minimize conflict and bring efficiencies to the regulatory process.
 
Deerin Babb-Brott, Epsilon’s director of regulatory affairs and author of the Massachusetts Ocean Management Plan, was invited to participate in a dialogue of 40 experts from both sides of the Atlantic convened to develop recommendations for EU and US policymakers on maritime governance issues and strengthen networks among key maritime stakeholders.  Deerin was a member of the integrated marine policies and tools workgroup, which met in Paris in October and Lisbon in April to develop a white paper that analyzes European and US marine spatial planning experiences, evaluates tools, techniques, and applications, and recommends planning and implementation best practices.  The white paper addresses the topics of authority and governance, financing, policy drivers, and the planning, implementation, and monitoring elements of the planning process.
 
Funded by the EU, the project was designed to leverage recent policy events that provide an opportunity to significantly improve marine governance in national and international waters, including President Obama’s recently issued Executive Order establishing a National Policy for the Stewardship of the Ocean, Coasts, and Great Lakes and the Final Recommendations of the Interagency Ocean Policy Task Force. Deerin’s contributions included recommendations and lessons learned based on his leadership role in developing the ocean plan and offshore federal wind energy development areas in Massachusetts.
