Preservation Planner

Job Summary

Epsilon is seeking a full-time preservation planner to work with our expanding historic preservation group.  Epsilon’s group of preservation professionals is  a regional leader in providing historic preservation consulting services.  Areas of expertise include state and federal historic rehabilitation tax credit applications, National Register nominations, historic surveys, and environmental review (Section 106, Chapter 254, and related regulations).  Epsilon’s historic preservation staff has a proven record of balancing historic preservation principles, review agency requirements, and client and project objectives.  This position will entail project management, as well as field work, archival research, site evaluation and recordation, and preparation of related documents.

Key Job Responsibilities

  • Preparation of documents and reports for submission to local, state and federal government review agencies (National Register eligibility evaluations and nominations, written and photographic archival documentation, Section 106 consultation, state and federal historic tax credit applications)
  • Analyze potential impacts to historic resources under Section 106, Chapter 254, MEPA, Article 80 and other legislation
  • Coordinate with the state historical commissions and other government agencies
  • Project management including client representation and management of project budget and schedule
  • Conduct historic resources surveys and assessments, including site inspections, research, photography, and evaluation under National Register of Historic Places and other criteria of significance
  • Actively participate in marketing outreach and development of historic preservation proposals

Candidate Requirements

  • The successful candidate will have a minimum BA/BS degree in Architectural History, Historic Preservation Planning or closely related discipline (MA/MS is preferred) and will have three to five years of professional experience
  • Candidate must meet the Secretary of the Interior’s professional qualifications
  • Experience with federal and state cultural resource management with a working command of federal and state cultural resource and historic preservation statutes and regulations, including Section 106 and National Register criteria; knowledge of Chapter 254 and MEPA a plus
  • Demonstrated excellent research, writing, editing, and photographic abilities
  • Experience with building research, knowledge of architectural styles and forms, and periods of development and operational knowledge of the history and architectural history of New England
  • Knowledge and experience with application of the Secretary of the Interior’s Standards for the Treatment of Historic Properties
  • Fluency in reading architectural drawings
  • Ability to use computer hardware, software, and other related information technologies (Microsoft Word, Excel, PowerPoint)
  • Regular access to a car and a willingness to travel, primarily within the state of Massachusetts

The ideal candidate must be detail oriented, have a professional demeanor, and strong organizational skills, and possess the ability to manage priorities, meet deadlines, and multitask in a fast-paced environment.  The candidate should be able to work in a team environment with a variety of project members and manage tasks as delegated by project lead.  The candidate must possess strong communication skills including writing skills, the ability to work closely with clients, and be able to supervise the work of others.

Environmental Planner

Epsilon Associates, a mid-size engineering and environmental consulting firm based in Maynard, Massachusetts, is seeking an Environmental Planner to work as part of the Epsilon team on a wide range of environmental permitting projects.

Position Description
Working as part of Epsilon’s highly respected environmental permitting consulting team, the Environmental Planner will research and prepare environmental review documents for agency and public review under the Massachusetts Environmental Policy Act, Article 80 (the City of Boston’s local environmental review process), and other state and local programs.  Epsilon’s client base includes high profile commercial real estate developers, major hospitals and universities as well as residential and public-sector developers.

Qualifications
The successful candidate will have a degree in environmental science, environmental policy/law or a related field; a Masters degree is preferred.  In lieu of a Masters degree, applicants should have at least two years experience working with state or federal environmental laws, regulations and policies.  Excellent written and oral communication skills are required.  This position requires the ability to work cooperatively as part of a multi-disciplinary team.

Coastal Geologist

Epsilon Associates, Inc. is seeking a full-time geologist with a specialty in coastal geology or related expertise to work as part of the Epsilon team on environmental permitting and consulting projects. 

The ideal candidate will have:

•  B.S./B.A.  in Geology
•  M.S./M.A. in Coastal/Marine Geology (or 2-3 years in
   environmental consulting or similar work)
•  Scientific understanding of a variety of marine ecosystems and
   common techniques used for marine sampling
•  Knowledge of basic statistics and data analysis
•  Understanding of federal, state and local statutes and
   environmental regulations (desirable)
•  Superior writing and oral communication skills
•  Proven ability to work productively as part of a multidisciplinary

Coastal Biologist

GIS Specialists - Entry Level and Experienced

Epsilon Associates, a mid-size engineering and environmental consulting firm located in Maynard, Massachusetts, is seeking versatile Geographic Information Systems (GIS) Specialists to work as part of our well-respected consulting team.  A successful candidate will be responsible for developing and maintaining a variety of GIS datasets in addition to creating high-quality maps and other graphics to support Epsilon’s real estate, energy, industrial, and public sector projects.  Primary responsibilities for this full-time position include spatial analysis, cartography, AutoCAD/GIS integration, and general graphics work to support report submissions and project presentations.  In addition, a successful candidate will also provide general permitting and planning assistance for the firm’s environmental projects, including field data collection and report writing.  This position requires the candidate to be self-motivated, detail-oriented, and capable of working independently to meet team deadlines.

Your qualifications and responsibilities:

The successful entry level candidate should have an undergraduate degree (B.A./B.S.) in Geographic Information Systems, Remote Sensing, Geography, Environmental Analysis, or other relevant major, and/or 1-3 years of professional experience in a related industry.  The successful experienced level candidate should have a graduate degree (M.A./M.S.) in Geographic Information Systems, Remote Sensing, Geography, Environmental Analysis, or other relevant major, and/or 4-6 years of professional experience in a related industry.  All individuals should have excellent written and oral communication skills and a proven ability to work cooperatively as part of a multidisciplinary project team.  The fast-paced nature of the position requires an eagerness to learn new applications and skills as well as the capacity to troubleshoot system issues.

These positions require a working knowledge of geographic concepts, file structures (e.g., shapefile, geodatabase), coordinate systems, metadata creation, and database development standards.   Expertise in ArcGIS software is required.  Previous AutoCAD experience in plan preparation, editing, and GIS integration is highly desirable.  Field experience and understanding of GPS technology is helpful.  Familiarity with graphics software including PowerPoint and Adobe products is also highly desirable.

Air Quality Engineers or Scientists

Epsilon Associates, Inc. is seeking a full-time Entry level to Project level air quality engineer or scientist to work in Epsilon's Air Quality Engineering group. The successful candidate will be responsible for air emissions calculations, air permit applications, recordkeeping and reporting support related to all State and Federal air permits and regulatory programs. The ideal candidate will have demonstrated a basic understanding of Federal and State regulations and policies in these areas, and will gain experience compiling Emission Statements, Title V compliance reports, air permit applications in multiple states throughout the Northeast and Mid-Atlantic. The candidate will also prepare other environmental compliance filings such as industrial wastewater applications, Tier II reporting, SARA/TURA reports, etc. The position may include some nighttime ambient noise monitoring work as well. This position requires occasional overnight travel.

Epsilon Associates is also seeking a full-time Senior level air quality engineer in Epsilon's Air Quality Engineering group. The successful candidate will have 10-15 years experience in all aspects of pre-construction permitting and compliance efforts for combustion sources, and a wide range of industrial sources, as well as multidisciplinary permitting and licensing skills for power plant development. The candidate will also have responsibility for other environmental issues such as industrial wastewater applications, SARA reports, TURA planning, multimedia environmental audits, environmental management systems, etc. The ideal candidate will have demonstrated an expert level of understanding of Federal and State regulations and policies. Excellent written and oral communications skills, ability to work with clients, regulators, attorneys and other engineers are required. Demonstrated project management and business development skills essential. This position requires occasional overnight travel.

The ideal candidates will have 1) a B.S. in Engineering, Chemistry or Environmental Sciences, 2) superior written and oral communication skills, and 3) proven ability to work as part of a multidisciplinary project team. An M.S. is preferred for Science candidates. Engineering candidates should be working towards professional registration (P.E. and Toxics Use Reduction Planner registrations preferred for Senior Engineer). Expected computer skills include MS Word and MS Excel.

Senior Ecological Scientist

Epsilon Associates, Inc., an employee-owned engineering and environmental consulting firm based in Maynard, Massachusetts, is seeking a full-time Senior Ecological Scientist with a specialty in environmental permitting, regulatory compliance strategy, ecological assessments, wetland resource area delineations, project management or related expertise to work as part of the Epsilon team on environmental permitting and consulting projects.

Education:
The position requires a BS and MS degree in Wetland Ecology, Wildlife Biology, Biology, or a closely related field.  Registration as a wetland scientist by the State of New Hampshire and certification as a Professional Wetland Scientist by the Society of Wetland Scientists is a plus.

Experience:
- 10 - 15 years in environmental consulting or similar professional work environment;
- understanding of federal, state and local environmental statutes and regulations;
- successful experience in business development and proposal efforts;
- superior writing and oral communication skills;
- proven ability to work productively as part of a multidisciplinary project team;
- project management skills where delegation to more junior wetlands and other environmental
  staff is important;
- strong computer skills (MS Word, Excel, PowerPoint), working knowledge of GIS and GPS.

Experience in Massachusetts or other New England states and project management and business development skills are a plus.

Responsibilities:
The successful candidate will be responsible for:
- management of mid-size and large projects including the preparation of MEPA submittals and
  permit applications under the Massachusetts Wetlands Protection Act, Section 10/404 of the
  U.S. Clean Water Act, Water Quality Certifications, c. 91 Waterways Licensing, Coastal
  Zone Management Act, and other applications as may be necessary (e.g., FERC resource
  reports);
- presentations to team members, clients and regulatory agency personnel;
- business development and proposal efforts;
- over-sight of junior-level environmental staff;
- occasional wetland resource area delineations including a demonstrated proficiency in the
  development of resource area mitigation plans, hydric soil evaluations, plant identification,
  vegetation cover type mapping and wildlife habitat evaluations.
